unincorporated High Point area. Pinellas Park will reduce its
2004-05 budget for Fire Station 36 from $1.72-million to about
$1.41-million.

So, just what is this American Assembly and why are so many people pinning
big hopes on its outcome? The easy answer is that it's a three-day meeting
of movers and shakers from across the county who want to talk about the
future of Pinellas and all its cities with special emphasis on the
relationships and duties of those various governments. But that glosses
over the potential impact of the discussions, which could lead to
far-reaching changes in laws and ways to deliver government services that
could reach into every home in Pinellas County.

Town Center in the northern end of the city. The town center is part of

Pinellas County is the state's second smallest in land area, yet its
residents have seen fit over time to chop it up into ever smaller pieces.
Pinellas has 24 cities, and could have 25 if Lealman residents choose to
incorporate. There are so many additional taxing districts -- for fire
service, recreation, drainage, whatever -- that the Tax Collector's office
needs 52 different codes to cover them. With so many governmental
divisions, jurisdictional squabbles flare up frequently.

Pinellas Park says it's enforcing a zoning decision. The motocross
track leaseholder holds he's breaking no law. Council members turned down
an entrepreneur's request last year to open a dirt motocross track at
Sunshine Speedway because neighbors objected to the noise and dirt.
Entrepreneur Frank Valente asked the courts to overturn that decision.
It's unclear how long that decision will take.
